Given the lack of new and innovative sunscreen ingredients in the United States, the PASS Coalition has worked tirelessly with Congress and the FDA to reform the OTC monograph system and ensure a practical path forward for new sunscreen ingredient applications. The PASS Coalition’s Policy Advisor, Michael Werner, JD, testified before the House Energy and Commerce Committee’s Subcommittee on Health on September 13, 2017 about what Congress can do to help break the sunscreen ingredient application backlog at FDA and empower the agency with new resources and authority to consider and approve new and effective sunscreen ingredients for the benefit of the public health. He expressed support for the new user fee program contemplated by pending legislation.
